Complying with PSS Updates in London: What You Need to Know

As of the 28th October 2024, the deadline for complying with London’s updated PSS requirements for HGVs has passed. If your fleet includes HGVs over 12 tonnes with a DVS rating of zero, one, or two stars, you now need to ensure compliance with the new standards to continue operating legally in Greater London.

At Simplytrak, we specialise in providing the highest quality DVS Safe Systems and PSS solutions. With that in regard, take a look at what the new regulations mean, what the PSS entails, and how Simplytrak can help you stay compliant.

Why Compliance Matters for HGV PSS in London

The updated PSS requirements for HGVs are part of Transport for London’s Vision Zero goal, which aims to eliminate all road deaths and serious injuries by 2041. The new standards are designed to enhance safety for vulnerable road users, like cyclists and pedestrians, by addressing HGV blind spots and improving driver awareness. Now, HGV operators who fail to comply face fines of up to £550 per day, meaning non-compliance is not only a safety risk but also a costly mistake.

What is the PSS?

The PSS is an advanced upgrade to the original DVS Safe System. This upgraded system is mandatory for HGVs over 12 tonnes operating in London. Simplytrak offers PSS solutions tailored to meet all seven mandatory requirements, ensuring your fleet remains compliant. Here’s what’s required:

Nearside Camera Monitoring System (CMS) – A CMS is mandatory to eliminate blind spots on the vehicle’s nearside, ensuring the driver can see cyclists and pedestrians.

Class V and VI Mirrors or Equivalent CMS – These mirrors or a CMS replacement must provide visibility on both the front and nearside of the vehicle.

Blind Spot Information System (BSIS) – BSIS is required to detect and alert the driver about vulnerable road users on the nearside, particularly to prevent left-turn collisions. This system must be calibrated to avoid false alarms from stationary objects.

Moving Off Information System (MOIS) – Positioned at the front of the vehicle, MOIS alerts the driver to pedestrians or cyclists in the front blind spot when moving from a stationary position.

Side Under-Run Protection – Installed on both sides of the HGV, this protection helps to prevent smaller vehicles or people from being caught beneath the vehicle.

Audible Warning for Left Turns – The vehicle must emit an audible warning to alert pedestrians and cyclists when it is turning left.

Clear Warning Signage – Appropriate signage must be displayed to warn road users about potential blind spots and vehicle manoeuvres.

          Navigating the Post-Deadline Period

With the October deadline behind us, operators who haven’t yet complied with the new requirements need to take swift action. If your vehicle still lacks the necessary PSS components, you risk daily fines and potential operational restrictions. Simplytrak is here to help your fleet achieve compliance quickly and effectively.
